| The 1913 flood waters that poured over the concrete flood
wall form the Ohio and over the earthwork embankments from the Scioto
covered the streets of Portsmouth for more than a week. This flood
overshadowed the one in 1884 by nineteen inches. At that time it
was the belief of most people that the "84" figure would never
be exceeded.
